1. Date, location and organiser

The competition takes place on 22 January 2027 in Narva-Jõesuu as part of Estonia Winter Fest. The organiser is MTÜ Noorteaeg. For participation enquiries, contact [email protected].

The programme runs from 12:00 to 16:00. All teams share the same start and finish times. Each team receives its own schedule for challenges, meals and rest. Exact times, the meeting point and the route will be sent to the designated coordinator.

2. Eligibility

Teams are formed, entered and paid for by a city or rural municipal government. Eligible participants are its officials and employees, employees of institutions or enterprises under its authority or ownership, and members of its city or rural municipal council.

Eligible organisations include municipal schools, kindergartens, libraries, cultural, sporting and social institutions, and municipal enterprises. Living in the municipality or receiving funding from its budget does not, on its own, establish eligibility.

Each team has five participants aged 16 or over. No reserve participants are registered. There are no restrictions on sporting ability or competitive level.

A municipality may enter multiple teams subject to availability. Each team registers, pays and competes separately. Joint teams representing different municipalities are not permitted.

3. Registration, roster and replacements

Registration is through Fienta. The application must identify the municipality, its coordinator and the billing details. Participant names are not required at this stage. Applications are accepted until 17 January 2027 inclusive, or until places are filled. Registration is confirmed once the invoice is paid. Places are limited.

By 19 January 2027, the coordinator must email [email protected] with the five participants’ first and last names and workplaces. For council members, specify the relevant council. The coordinator confirms that the roster is accurate and the participants are eligible. Employment contracts and other supporting documents are not required.

If a participant cannot attend, another eligible participant may replace them. Notify [email protected], identifying the team, the participant being replaced, and the new participant’s name and workplace. The team remains five people.

4. Entry fee

Prices are final and apply to a team of five.

The price is fixed on the date the application is submitted through Fienta. Payment is made against the invoice issued.

The fee includes competition entry, necessary equipment, two meals for the five participants, access to saunas and activities included in the programme, heated changing rooms, storage facilities, the participants’ show programme, award ceremony and concert. The municipality arranges and pays for its own transport.

Participants should bring warm outdoor clothing and a change of clothes. Meals for accompanying guests are not included in the team package.

5. Programme and challenges

The team completes challenges together, moving between stations according to its own schedule. Meal and rest times are staggered and may differ between teams.

The list of challenges, their descriptions, procedures, safety requirements and scoring rules are published separately on the category page. These general rules establish the conditions of participation; each discipline’s rules specify how that challenge is conducted.

The programme includes a parade of municipalities. Teams are encouraged to bring their municipality’s flag or other symbols. The sporting programme is followed by rest, festival activities, a show, the award ceremony and a concert for participants.

6. Results and awards

Each challenge is assessed on a ten-point scale. Scoring criteria are set out in the relevant discipline’s rules. A team’s scores are added together; the team with the highest total wins.

All municipal teams compete in one ranking, without divisions based on population or other characteristics of their city or municipality. There is no separate final. Teams placing first, second and third receive awards.

If totals are equal, the number of scores of 10 is compared, then scores of 9 and so on in descending order. If all counts are equal, the teams share the placing. A challenge missed by a team scores 0. A challenge cancelled by the organiser is excluded from every team’s total.

7. Officials and safety

Participants must follow discipline rules and instructions from officials, instructors, medical personnel and security staff. The organiser provides the necessary equipment, medical support and event security. Participants must take account of their health and seek assistance from on-site medical personnel when needed.

The team captain submits any queries about results to the head official. Queries are considered before results are finalised and awards presented. There is no fee for submitting a query.

Queries must be submitted within 30 minutes of the publication of provisional results, before the award ceremony.

8. Changes, postponement and cancellation

Weather or other circumstances may require the organiser to change the programme, cancel individual activities, postpone or cancel the event. Changes will be communicated to team coordinators and published on the website.

If the event is cancelled, the organiser refunds the full entry fee paid. If it is postponed, the municipality may choose to attend on the new date or receive a full refund. Contact [email protected] about refunds.

If a team withdraws after payment, its entry fee is not refunded. Participants may be replaced as described in section 3.

9. Contact and team communication

The coordinator receives event information and shares the daily schedule, general rules and discipline rules with participants. Send rosters and roster changes to [email protected]. Use the same address for questions about registration, payment, food and travel arrangements.
